Under the 6.0 system the french judge was often the judge that would give ridiculous scores. You can see on the above video the french judge gave Alexei 5th place, while other judges gave higher placements, mostly giving Alexei 1st place ordinals. There were many jokes about the french judges in those days. Mostly the in the 90s through early 2000.
